Plenary session of May 6 included a preliminary debate on continuation of the Emergency Powers Act. Other preliminary debates were held on a government bill to change the law on organizing water management and seafaring, a government bill to change some laws regarding government owned properties, and a government report on contributing to EU battlegroups between July and December of 2020 as part of a readiness group formed by Netherlands, Ireland, Austria, Croatia, Latvia, Sweden, Germany, Finland and Czech Republic.

Government's exit strategy

The government proposes continuing the Emergency Powers Act until June 30 2020 in regards to limiting the sale of medication, goods, and services and direction of healthcare. Prime minister Marin's speech included the government's exit strategy, guiding the controlled and gradual lifting of restrictions set to control the spread of COVID-19.

The prime minister stated that since Finland has managed to control the spread of the epidemic well until now, it is possible to move from extensive restrictions towards a hybrid strategy of test, trace, isolate, and treat. The discussion continued with speeches prepared by all parliamentary groups and a debate. Finally, the matter was sent to the Constitutional Law Committee.
