Parliament Approved the DCA Agreement

On July 1, Parliament approved the Defence Cooperation Agreement (DCA) between Finland and the United States. At the same time, Parliament approved the legislative proposals included in the government proposal.

Parliament approved the agreement and the legislative proposals in accordance with the report of the Foreign Affairs Committee.

The Foreign Affairs Committee unanimously supported the approval of the DCA agreement. The committee's report was completed on June 27.

According to the Foreign Affairs Committee, the most important thing in the agreement is to strengthen Finland's security and defence. In addition to its broader foreign and security policy significance, the agreement strengthens Finland's defence capabilities by enabling the United States' presence, training and storage of defence materiel, as well as cooperation between Finland and the United States in all crisis situations.

The Foreign Affairs Committee emphasised that the practical implementation of the Defence Cooperation Agreement must be monitored, evaluated and, if necessary, followed up with further actions such as legislative amendments. The committee stressed the importance of Parliament's access to information and influence as the implementation of the agreement progresses.

The handling of the DCA agreement in Parliament is now concluded. The agreement signed by the government required the approval of Parliament to come into force.
