​On 12 July, Parliament passed legislation included in the Government's bill for a law on temporary measures to combat instrumentalised entry (HE 53/2024 vp).

Parliament decided on the matter on the basis of an Administration Committee report. ​The Administration Committee proposed that Parliament approve, with amendments, the Government's bill. The proposed law is temporary and will be in effect for one year from its enactment. The Committee's report included one objection.

The law must be enacted as an exceptive act using the procedure prescribed for constitutional legislation and implementing provisions that conflict with the Constitution without changing the wording of the Constitution. Exceptive acts may only be used to enact very limited exceptions for compelling reasons. Adopting the bill required it to be declared urgent in second reading by five-sixths majority, and after that passed by two-thirds majority.

Parliament passed the law in the plenary session on July 12 after these two votes.

In the first vote Parliament declared the bill urgent by a vote of 167-31.

In the second vote Parliament passed the law by a vote of 167-31.
